Tony Castagna(RIGHARD GRIEGO)is premier police hostage negotiator assigned to the Lead Killer Case--The Lead Killer is mudering suspected felons by pouring hot lead down their throats vigilante style.Lt Rayburn divides the department into a ten-man team,pairing Tony with Det.Jimmy Devane(NICK MANGUSO),who at one time almost cost Tony his life.Jimmy discovers they all have something in common-they all have troubled pasts.Rayburn has a meeting with Capt.Bleeker Morris telling him that the 10 cops on task force are all suspects,including Tony.That night,Freddy,a known felon,is murdered by the Lead Killer.At the crime scene Raybumpulls Morris aside asking him why Tony was allowed in.Morris counters that they can't be sure it was Tony.Back at the precinct,task member,Hurley sees unattended files on Rayburn's desk about the Lead Killers suspects.
Jimmy and tony track down an infomant,Hollison,but he runs from them.Racing though a rooftop maze Tony freezes and Jimmy encourages him to overcome his fear.Starting to trust each other,they open up about their pasts-Jimmy confides in Tony that his wife kicked him out of the house because she didn't like his career.
Rayburn needs evidence to nail Tony.So he's arranged a trap using William DeBaker,the man who killed Tony's partner,as bait.At the same time,Hurley contacts Jimmy and tells him about the files:Tony is the killer and the task force is a scam.Jimmy calmly insists that Tony is innocent,then blows Hurley brains out.
Jimmy contesses to Tony that he's been performing the vigilante murders to avenge his father's death.Jimmy violenty takes him down.Jimmy is out of control as he kills Morris and Rayburn.
In this taut action-thriller,it takes Tony relentless pursuit of the truth to prove to himself that he's the cop he always knew could be.
